In testimony before India’s parliament yesterday, Environment Minister Jairam Ramesh said the BASIC countries–an acronym-jumble for Brazil, South Africa, India and China–would not have accepted a legally binding agreement. Political was the best we could get. And the difference may be negligible anyway...
