BBC interview of top cop

<p>Basically the top cop says that the arests were indeed preemptive, and that had they not been done more rioting would have occured. When challenged for any evidence of this he mentions some windows smashed at a different time, and place. He then denies the numerous reports that people were help without water and access to toilets, although he recognises they were kept in cages.</p>
